The Affordable Housing Definition in the National Planning Policy Framework

The National Planning Policy Framework (NPPF) sets out the Government's planning policies for England and how these are expected to be applied. It provides a framework within which local planning authorities can prepare their own plans on housing, economic development, transport, and other related matters. The NPPF includes a definition of affordable housing, which is used to determine whether a development is eligible for certain planning permissions and exemptions.

The NPPF states that affordable housing is "housing for sale or rent, for those whose needs are not met by the market, including social rented, affordable rented, and intermediate housing, provided to eligible households as defined in policy H1." Social rented housing is housing that is rented out by a local authority or a registered housing provider, at a rent that is below the market rate. Affordable rented housing is housing that is rented out by a private landlord, at a rent that is below the market rate. Intermediate housing is housing that is sold or rented at a price or rent that is below the market rate, but above the social rented or affordable rented rate.

The NPPF also sets out a number of criteria that must be met in order for a development to be considered affordable housing. These criteria include:

  • The homes must be of a suitable size and type for the needs of the eligible households.
  • The homes must be of a reasonable quality and in a reasonable state of repair.
  • The homes must be located in a suitable location, with access to amenities and services.
  • The homes must be affordable for the eligible households to rent or buy.
  • The NPPF's definition of affordable housing is important because it helps to ensure that there is a sufficient supply of affordable housing available to meet the needs of those who cannot afford to buy or rent a home on the open market.

    However, the NPPF's definition of affordable housing has been criticized by some for being too broad. They argue that it includes homes that are not truly affordable for those on low incomes. The Government has recently proposed changes to the NPPF that would narrow the definition of affordable housing. These changes are currently being consulted on.
